as the others have said its almost definatly due to the cam,

one thing you could do is lift the rockers off, pull the push rods out and try the rockers back on, this should then allow the rockers to slip all the way down.

hey chaps, thanks for ya help, i think ya were right tomf haha i think i was being a bit of a fanny lol *happy*

all tightend up & clearances set although i'm gonna check over them again before startup, one rocker clearance is tight, less than 0.12 so thats the reason i'm going over them again! proboly gapped them a bit scew! not to worried here's how it looks hope it looks all normal to you guys, i feel its ok, difficult rotaing the motor now!
