I have those sliding lock down subframes, but pointless with larger bucket seats they just hit the roof, also with harnesses its extra pointless.
I bought them to satisfy the mot tester really, and its then only two bolts to undo the seat inside the car (excluding harnesses)
My mate has cub type buckets and they're hinged but not bolted down, plenty of room for getting in the back, and passes its mot. I'd say as long as your seatbelts are up to the job, fastening them down just to keep the mot bloke happy isn't really necessary.

What if the car didn't have sliding/locking seats as standard?

Youl be fine as the car left the factory with hinged seats, if they had locker from new it will need to be locked down

That was my interpretation of it. My local tester agreed with me.
