I'd be looking at a bigger turbo, as you move up in turbo size you get less exhaust restriction, so less exh manifold pressure vs boost pressure, turbine pressure vs boost is gererally why we dont put long cams in turbo's motors,

if its truly track based I would be tempted to try a GT2259 from an iveco sprinter, i ecpect boost about 3500 and keep building a lot later. also look at larger shorter downpipes/ systems if possible.
