to minimize ovalizeation, stick a bit of foam round a smaller drill, then put the wet and dry round that, spin it up in a drill.

As Joe says if you can't borrow a reamer.

Before fitting the seal ring (the tiny piston ring) onto the collar, make absolutely sure it will go in by itself without the gap closing completely (it will have to close a lot to go in, but not completely).
If it closes completely it's like having no gaps on your piston rings - they break...

Be careful trying it, and be even more careful fitting it to the collar, they break very easily.

You might also need to clean the chamfer up on the hole as it's now going to be a bit bigger.

At the moment I can nearly get in in by hand but I could press it in with a vice I think or should it be able to fit by hand with a very minimal gap?

The bit you are trying to fit is clamped to the shaft when you tighten the nut and hence rotates at 100,000 RPM plus inside the housing.

It is not the stationary bearing, that is the longer sleeve with the cutout to stop it turning.

This one absolutely must turn freely in the alloy housing (without being too loose) and the seal ring (the tiny piston ring) must not be too tight in the housing or it will simply break.

It's worth looking at an exploded diagram of the GT bearing/seal/thrust arrangement to understand what turns and what doesn't.

EDIT - typo

Got the alloy bit to fit by hand now so just need to take a little more out for the ring to fit with closing full.
