Welding the minis floor

After watching the minis zip down the drag strip i've been inspired to do a bit more work on my car.

The cars been rolled over onto its side and the boot floor repaired. Attention has now turned to the edge of the drivers side floor and sills. However im a bit unsure on the small bit of metal which the inner sill is welded too in the bottom of the door pockets??? Is it really needed? see pics below

The repair panel for the floor is a heritage one, but fits pretty poorly would this be due to the fact that i havent braced the car or am i being paranoid? See pics again

Last one If i 'tub' the rear arches would that get rid of the rust in the last pic? Anyone know of a guide to doing this or is it just a simple matter of cutting the angled section out and extending it towards the quarter panel?
