please can somebody tell me can the carb be stripped down to get at internal float chamber as suspect its stuck or is there somthing i can do to remedy this without (HIF TURBO CARB)

ps fuel pump is constantly pumping is that right

Do you mean it's flooding ? If so the needle valve is most likely stuck open, this could be caused by some dirt on the seat.
Disconnect the power to the fuel pump, start the engine and let it idle until it runs out of fuel. Reconnect the power to the pump. The rush of fresh fuel into the float chamber usually washes the seat clean.
Also it may be worth checking your fule pressure, as it could possibly be set to high.
Also the fuel pump is meant to run constantly, yes.
