assuming turbo,

erm yes, you can convert the 38 to turbo spec in the same way a non turbo hif can be converted to turbo spec,

then its a case of sorting the linkages out, I'm positive i have seen twin 38's on a mini manifold with factory linkages somwhere.

the problem will be sorting out the plenum(s) and restictor ring size.

Twin HIF4's yes as you can get left and right handed carbs making linkages an easy affair. I got a pair off an Austin Maxi.
Janspeed used to make a manifold that would place these almost touching each other, the manifold also fitted webbers with an optional adapter plate.

No reason why you cant use a standard twin su manifold and make up a fancy linkage for the two same handed HIF38s. Bulkead clearance may be a big issue

Dont see the point doing this on forced induction as the single HIF44 has already been seen to produce over 200bhp

sprocket this is what i tthought! hif38's if mounted as a pair it would cause some linkage greaf! its easier to stay with the SU HS twin carb setup, cheers fr clearing that up!
