I have just purchased a t2 turbo unit off an R5 however the actuator seems to have a very stiff spring which i need a pair of pliers to move. however the t3 actuator off the mentro is very easy to move by hand. Therefore I am assuming it has an uprated stpring in it which will hold a lot more boost than my engine will be caperable of coping with.

Can i simply use the actuator off the t3 instead?

An actuator's an actuator. So yes you can use any you want, if you have space and can mount it.
Obviously some are stronger so will allow the engine to produce more boost, as you already guessed.

It could just be the arm has been shortened... Try looking into that before swapping bits over.

Is there a good method of testing spring pressure before fitting onto the car?

I tried rigging mine to an airline with a regulator and gauge inline, turned the air up till the arm moved (about 7psi), once bled it would open at about 12psi but no more!

Not sure whether this method is accurate enough or not... as I would expect a standard T3 actuator to go alot higher than 12psi?

I don't understand your test???

Once the actuator has moved - it's done it's job and the turbo won't generate more boost???

And you can't just say that a T3 actuator MUST be reated higher than a T2 unit... A T2 from a diesel will be waaaaaay higer than the T3 on the metro for example.
