Assuming a standard engine in good order then I personally would run no more than 10psi MAX.

or the over boost valve in the plenum is a likely candidate

Out of curoisity, what sort of hp can be expected from a stock turbo metro motor running 10 psi boost? 61 Austin Seven; building a 1275 'over the clutch' turbo, R5 T2'd, custom intercooled, megajolt electrified, canyon carver

I'd guess around the 100-105bhp mark? That is purely a guess though.

get a tin coffee can ,empty one , and put a small dead wasp in it , then put the lid on and shake it ,thats soft detonation ,now get the same can , and put a 1/2 inch ball bearing in it ,shake as before .those are your two ends of the detonation scale. just worried about this paper in the wind noise. nut i guess the turbo would continue to boost though wouldn;t it not stall if it was pinking.

if youve only got 5cc pistons then theres a chance your comp ratio could be a bit high (depending on head chambers tho) so i think you need to check whats been advised above then get it to a RR asap befor eyou brake something. unfortunatly its not realy just a cse of turning up the boost. otherwise you could go bang no longer a series, but still 1.3 turbo.

well i'm gonna run it gently for now, but i think it could be a leaking manifold as i can hear a blowing noise.
