I would like to know what are the two cover plate (one is seal, and one has a tube, like a breather) located at the back of the block just below the exhaust ports for?

Use the breather on the rear as well if you've got the room. The general consensus is; fit as many breathers as you can. On 13th Jul, 2012 Ben H said:

i got a rocker cover off ebay with 3 breathers on it!!

those are the tappet covers,
