Am I right in thinking that a plus 20 over bore increases the diameter of the bore by 20 thou, as opposed to the radius of the bore.

The same goes for crank regrinds.

no its a 10 thou radius increase, approx. 0.25mm radius increase. 40 thou = 1mm
