There seems to be 4 inlet/outlet pipes on the regulator.
is the under side one for the fuel in?
the 2 on the left side are for pressure in and fuel out?
what about the one on the right?
is this for a guage of some sort?

yeah cheers, where it says "H/P fuel in", is this the feed from the electric fuel pump?
Do i need to have a return to the tank?
If so i'll need to mod my fuel tank then?!?

H/P = high Pressure, so yes from the pump

Yes you need a return to the tank. However, you can put a T-piece in the low pressure pipe between the tank and pump rather than mod the pump.

electric or mechanical one?

You have to have a high pressure (45psi) electric (usually roller vane type) pump.

Mechanical pumps neither fit or will make the pressure required.

I think you need to read this book, as you appear to be missing some of the basics.
