Have you checked for anyother leaks? is the watsegate stuch open? Is the turbo free and spin up? (check on idle with an inspection mirror) Is the engine an MG unit or not, if its an MG unit the cam shouldnt be an issue? Do you have a dump valve, is the diapram ok, and sealing? is the actuator set with enough preload, it may not have and the wastegate is opening at a low boost level so your not noticing the pull that you would if it was set eg to 7psi?

defo not the cam...Metro turbo used a bog standard metro cam anyway. 9.85 @ 145mph

Hmmmm curious...... Can you check the over boost cup and spring in the plenum, may be week, and not sealing?

Hmmm, Im running out of things to suggest? Have you tried a compession test to rule out head gasket, valve seating issues, also warn rings?
