my waste gate actuator doesnt move on high revs the engine keeps cutting out the waste gate is not seized the pipes to the turbo to the actuator how are they plumbed up to the bleed valve

You say the actuator is not moving, are you making any boost?

If youare just revving it in the garage (under no load) it's unlikely that the actuator will move.

I think the bleed valve intallation is covered in the 'how to' section.
