Distributor Question help!!!!!!!!!

got the engine back together but just realised my vmax pulley has no notch on it to set the timing!! presumably the next best way to get it up and running would be to static time it with cylinder no 1 ads it reaches tdc ? also i have been advised to weld the dizzy. is it needed im running 8psi boost with the vmax suck through supercharger. any help would be greatly appreciated p.s havent got a timing light to hand.
