Reading the Vizard book (Tuning the A-series engine) he say that we can improve flow of the hiff 44 cutting one-half of the throttel shaft.... what we think?

This is a worth while mod. although it will make bigger gains on an NA motor.

None of my turbos have it done.

I think it will have less of an effect in a turbo application.

The airflow through the carb is governed by the turbo, so relieving this slight restriction will just mean that the turbo has to work slightly less hard (and I mean slightly).

In an NA application the less restrictions the better.

If you have time on your hands then do it, but it's lot's of effort for little gain IMO.

didn't fancy cutting mine in half so just thinned down both halves.
