Does anyone know how to block off the bypass on the spin on oil filter housing?

yep,

either, plug it up with weld,

tap it 5/8"unf and screw a plug in it,

or buy a billet on from SH eng, calver ST or swiftune.

or change to a remote filter.

stick a stout screwdriver into the middle and lever the surround, its only held in by the 4 stakes (deformations).
