I aint too clued up, but will the mini need to be running the metro turbo ECU to wire up a turbo timer, and also a boost controller?

Think you can run a timer on any engine with or without ecu
Depends what you mean by boost controller...
make your own with 2 mbc's and a solenoid...

they are boost pressure valves that are used to regulate the boost pressure that the actuator sees
do a search on here and ebay and you'll get the idea
