Ive blocked the poppet valve in the plenum, but the dump valve diaphram is split, is it ok to block off the intercooler t piece that goes to the dump valve still? Im still running at about 4psi of boost.

Yes it is ok, just keep an eye on the boost gauge. As it will be possible to over boost.
It is also possible to over boost with a dump valve, but at least you know the air will be dumped when you let go of the throttle.
