well the plan is to blank around the rad so air is forced though it. |

to be honest mate, i dont think you will need the fan on the inner wing.

I'm putting a metro rad in the front of my clubby. I'm going to put a 9" kenlowe style fan on it. If it will cool a metro turbo, then it should be fine in a mini.
