right so these devices are restrictors and without them the enhgine would just boost till it blows?therefor for me to run a boost of 10psi i would need an actuator with with a tolllerance of at most 10? and a bleed valve could fool the actuator into running more than 10?

No, the wastgate is what limits boost - the actuator opens the wastegate (which is on the turbine side) and the turbo slows down. EDIT - wastegate on older turbos, other things like variable guide vanes on more modern ones but the principle is the same, control the turbine speed... this has been the hardest thing for me to grasp inderstanding in years, i'm usually good at this sort of thing, but i'm getting there, thanks for the help
