I have a paypal voucher for £20, but ebay wonte except it, my ebay/paypal login details are the same (same email address etc), but still no go?

its really annoying me as i satisfy all the terms and conditions,and it expires this week.

emailed paypal 2 weeks ago,and heard zip...
