hi, from reading other posts it seems like a new actuator is the way to go, but what sort of boost can you get up to how are you guys running 20psi?

Bleed valve is the way if you need a few psi, but these are simple devices designed to increase boost pressure by 4/5 psi. Much over this, and you need to use a new actuator really.
Actuators do weaken however, so chances are - at 15+ years old - yours is well past it's sell-by date!
