Sounds like you've got too much fuel getting to your carb.

The regulator is fully open and i use 8mm pipe and ive even tried taking the pipe from the regulator return and putting it into a bucket so its only a foot long |

Having the regulator fully open will give you way too much fuel preasure! You need ot get a preasure gauge and set it correctly. Have a look in the How To section, there's a guide in there somewhere. On 11th Feb, 2015 robert said:

Have you checked the needle valve in the carb. Even 3psi will pass a knackered one. http://www.twin-turbo.co.uk

Two obvious things to check then.

I'm mainly concerned about swirl in the runners caused by the tangential entry. |

Yeah its a metro turbo carb. Will maybe take a look at the needle valve. Anyone know if these are the same as an N/A carb as i have a spare one sitting. |

You seem to have all the rights bits then. If you could measure the fuel pressure at the carb, then you'd know if it was the needle valve or reg.
