The bloke did actualy put this on his car and use it; Not for long!! The theory behind it was that he had a turbo, but it was too big, so thought that by blocking off some of the blades it would reduce its capacity

the turbo with the air filter covering the exhaust sides cunning, i seem to remember an issue of ppc where some guy had spent a LOT of cash on a car, and taken it to dave walkers rollers with the turbo sucking air out of the engine when it came on boost :$ 
i remeber reading the build diary for this. the turbo was here as the guy wanted to expereiment with very long primarys on a turbo application, so he got a 4-1 honda manifold and basically turned it upside down. aparently it worked well!
