is it limit the oil flow?

That fits on the inlet manifold. It is a one way valve to stop the boost pressure in the manifold pressurising the breather system.

You cannot use it to trigger the dump valve as it is a one way valve. Just ditch it and use something else, or if you must use it, you can drill out the one way valve inside.
