Hello, i´m rebuilding a metro turbo engine, and we have just started the engine up, but the engine doesn´t work proper...

My question is simple when i put a plug on the anti run-on valve connection the engine doesn´t start. if I take of the part throtle lean-off pipe, it does works...

we are running the engine without ECU, what it might be wrong?
