Loads of spot welds to drill and then either pool welds, mig spot welding or normal spot welding with very long arms to re attach. iirc there are holes in the inner sills to allign with the ends of the cross member. these would have to be filled and or moved. I would guess they are there to vent the cross member, but the way this has been preferated moisture build up shouldn't be an issue.
