Blowing down the breather will just push fuel out of the jet which is why it's starting I guess.

have you blocked the over-flow off, I did this when I first fitted a Hif44 and it wouldn't flow any fuel.. I run a supercharger and I don't care the TB is on the wrong side.

I'd go with the blocked/resticted pipe between float chamber and jet. Sometimes the inner plastic bit can get kinked (unseen from the outside) or crushed where it is sealed to the float chamber.
