With modern trailers what is it that allows the trailer to be reversed without applying the brakes ?

My brakes just don't work in reverse, even with the hand brake on. It's all inside the drum, the reverse rotation forces the shoe away from the drum

Mine uses Alko axles and they are the same as wil's.
