Hi.
I've been looking for a project triumph herald and I've found one not to far from me within budget. The problem
is there's no logbook for the car. Now I know I can pay £25 and get a new one but what if the car is down as scrapped? How bigger risk am I taking??

it might be worth doing a reg check on the car to see, it will be worth £5 to know if the car will be any use to you...

Individual Vehicle Approval (IVA) replaces SVA (Single Vehicle Approval) and is really meant for small volume manufacturers or kit car builders.

However, it also has to be used if your vehicle has "lost" it's registration or chassis number such as if it has been scrapped in the past or they are simply both missing.

It costs £200 and £50 retest if it fails but the real killer is there are several standards they can test to (depending on what history you have) and if you have no history they have to test to current EU standards and most "classic" vehicles would not pass without significant design upgrades (on a Mini for example, the lack of a collapsible steering column should be a fail).

buy a carless V5 off ebay maybe? for a 'reshell'

Not that I recommend dodgy dealings but it happens with classic car reshells all the time.

moved on abit. had a HPI check (which i amanged to get for Free)
Turns out the car has not been on the road since 1978 and as suchs was never put on the DVLA computer systerm. I wil need to aply for a new v5. If this can be matched to the orignal documents it nice and easy. If not i need to get a letter from the truimph owners club machine the VIN you a year of manufacture and a New reg will be issued. the current reg is pritty cool though begins RAC... look good on a patrol van.
