no vacuum wont run

hi ive recently bought my mini turbo as a non runner. it will start now however it wont run atall.

there is next to no vacuum and the head pressure test is around 90-100.

i no that the cam timing is out by alot around 30 deg so i will do that tomorrow. and the oil pressure is low.

do you think this is worth doing i am worried the head may be cracked but i think it unlikly. at TDC the valves arent quite level could this be caused by the cam timing and could the cam timing cause low oil pressure.

if the cam timing is that far out it could easily stp it starting.
