Ive seen a product recent appear called liquid hammer, its in spray tins, just had a look and there is a website, not sure if its safe on metal ect but seen it for sale in Jewsons.

A lot of builders merchants sell stuff that will remove cement as Oli said above. It will just be a case of going round a few and have a read of the tins to see if they are safe with paintwork. Toolhire places also use it for cement mixers etc that come back in from a hire covered in cement. I am pretty sure they wouldnt use it if it was going to strip all the paint! It might be worth asking them what they use |

shot blasting will also get it off, might be worth it if its bad! And on the 7th day........... God created turbochargers! |

cement stains is one of my pet hates, i hate the look of it, and hate using tools with it on
