can you remove the box section which the seats sit on to lower the seat hight without strengthening the floor?

mine is removed and floor is strengthened, it was not my choice to do it and if i change seats in the future it may well go back in

Yes.

eg MiniSpares part numbers 14A9533 (round tunnel) or CZH2675 (square tunnel).

Others sell them too, shop around.
