Can you do this safely at any point?? I have thought of a few places and the car will have a cage and bracings

The top, i wouldnt have thought so.

The bottom, put in a dash bar and loose the bottom one.

i've seen a pic somewhere of a top dash rail with swaged holes in it, but i cant find the pic anywhere!

I was thinking about swaging holes, should be able to take a bit out the lower rail aswell and it looks quite smart

You are right, that looks like a bit of (badly) swaged trim. So more weight! Odd selection of hole sizes.
