Is a heater/blower needed to pass an MOT?

The frog is completely stripped at the mo, and i'm just wondered what actually needs to go back in.

Only plus side is that the heater matrix provides that extra bit of capacity in the cooling system, useful to have it just to keep the engine temp at bay sometimes?
