I do not have a actuator and my turbo has been moded so the arm is on the other side for the actuator so the question is if I'm fitting a bleed valve do I need a actuator and if so which one do I need as I'm planning on running 12 psi sorry if this has already been covered I did search

You need both. You also need to have a read up on the basics of how a turbo works and how it controls, what the wastegate actuator does, and what a bleed valve does.

Yes you still need an actuator.
Any thing will do in theory. Look at what levels of boost a production car runs and see what the scrap yard has,, you don't need anything fancy, just don't forget to set the preload up (say so you have to pull the arm by 6mm to reach the actuator arm).
Then you can fit a bleed valve in the pipe from the compressor housing to actuator. You may find that with the valve closed you will get less boost, but then you can use the actuator to get the boost level you require.
