A very simple solid state circuit aroud something like the ne555 chip you mention can give a variable square wave signal. It would vary the frequency between whatever range you choose from a starting resistance to max varied by a potentiometer. What you connect it to is your choice as robert said the actuator arm moves set amounts dependant on boost.
