If its at 7%, it is too rich to pass a limit of 3% or 4.5% depending on the age. the basics of it means that the carb needs tuning to get it to pass. You need also be sure that the engine has been serviced as well. Old fuel won't help either.

There should be nothing that prevents it from passing the emissions test. 7%co is roughly 11.5 AFR. The other thing to consider is Hydrocarbons, and there should be no reason again that it cannot pass the 1200pppm limit.

If you check the FAQ section of the forum, I posted up some info regarding the limits that apply to the mini, but not what causes a fail.

Its all down to the tune and how clean the burn is mine almost scraped through at a cat test standard
1000rpm idle at 15afr and new plugs.. aslong as the ex valve seats arnt burn and the head gasket is in good shape it should fly through
edit~ higher engine temp helps too and more idle advance

When I had to pass it on some cars I needed an MOT needle, but the mild cams on a tubo mean it's relatively easy.

Its an average reading so we tested for half the time in the exhaust and half the time on the floor and it got a pass (as an average).

Pull the vacume pipe off the manifold so it goes lean, the one that supports the distributor or used to, if you have megajolt? Adjust tick over to suit, if will piss through

If you have a racy cam in there, its hard to get through sometimes if all's not set up cock on.
Of corse you can't beat a correctley set engine but your high lift super bump cam may be hindering you.

MOT testers are like gibbons, small head and they like swinging around, showingg off. ......... lol
