A few possible (or all) reasons:

1) To give it some strength (big heavy turbo)
2) Prevent reversion / maintain gas velocity hitting the turbine / etc
3) Manufacturing reasons...

I'd say it's because those fins make sure that the exhaust gases never collides. This is the only "fault" the Mirage has got for instance.
I've knifeedged my fins. This makes it spin in foruth.

yeah, well I applied a constant radius to mine, and with 145 pirelli cintaro's fitted, it spins in EVERY gear...
