if you buy a second hand engine and after stripping the bottom end to check the condition just change the bearings?

ive always sent my engines up to rob walker regardless of condition, but i have a engine here with 28k on it and it looks fantastic and was just going to put some new shells in

Depends on how much hassle it is to you if it does fail in the car.
If it is a car that you use occasionally and won't really be a big problem if it fails, then yeah I'd say a new set of shells and try it. The only other thing I would change as a matter of course is the oil pump. Also obviously check the condition of the bores for obvious scoring/wear, but with only 28k should be OK.
