So I failed MOT for having a handbrake that only worked on one side and both rear brakes weren't working. I had rebuilt the brakes with new wheel cylinders and drums but I had used my original shoes so I felt this might be the issue. Sure enough the shoes only showed contact over part of their surface, so shoes in the bin and new shoes on and now I have a good handbrake. However when I jack up the car and press the brake pedal hard I can still turn the rear wheels by hand. It takes quite a bit of strength but I can do it. With the handbrake on they lock hard. The brakes have been bled and the drums adjusted, I had previously put a new PWDA valve on and all brake lines are new, when if am bleeding them I get plenty of fluid. My wheel cylinders are moving and aren't seized and since the handbrake works I am assuming the shoes and drums are ok. Although I know their isn't much brake effort on the rear, i take it they should lock with your foot on the pedal? I am struggling to work out what is wrong. *frown*
