I'm not wanting to cut the bulkhead so I was thinking of a mirage style manifold to fit a gt17 turbo
I have a mig so was wondering if I can make one from mild steel, rather than stainless or will it get far to hot?

I made one with mild and it has been ok so far. Welding stainless is easy enough though. Just buy the right wire and gas.

Welding stainless is no different than steel.

Unless you really want to be mega picky about it...but it's only an exhaust, not a spaceship.

Using mild would be ok, but dont use any thinwall stuff, use something with a bit of strength to it

But when stainless bends and pipe is so readily available, really not much reason not to use it ? Overall cost wouldnt be much different unless you can get mild for free.
