I'm using a modded HIF 44 carb on my turbo build but I have a problem,
The car won't run with the float valve vent blocked, it only runs for a second or so then dies.
If I leave the vent open it will run all day.....

Done the 'T' piece mod and its running, will hopefully take it for a run tomorrow.... Don't know about the hole in the mounting flange

You can also try drill a 3.2mm hole...
