Painting problems

This is from a project that I'm doing and documenting on TMF (http://www.theminiforum.co.uk/forums/topic/302910-ruy-resto/), it is mainly bodywork at the mo so I thought there's not much techy/interesting stuff for turbominis to get their teeth into, however I've had some severe problems with painting so am asking for your advice.

Post #6 shows the problems with the paint, any ideas? what would you do in this situation..

Any thoughts/ideas welcome
