I recently bought a gt1544 received it through the post today and notice the wastegate flap is permanently open but isn't seized and can be pushed easily back using the actuator arm or if I suck on the pipe on the actuator it pulls it back into position

No doubt it's a vacuum operated setup from a diesel, so needs vacuum applied to the can in order to shut the valve to make boost. 9.85 @ 145mph

So does that mean I can use it on a 998 I just need to connect the actuator pipe to my inlet manifold |

It means you need an actuator that works on pressure. Fastest 998 mini in the world? 13.05 1/4 mile 106mph
