Does a Metro Turbo (normal distributor) actually have between 25 and 30 degrees advance at idle?

Just looking at a picture of the "standard Metro Turbo" map for Megajolt, and that's what it seems to suggest.

I'm being an idiot. Completely forgot about the vacuum advance on top!
