No petrol past the carb

Help required, can't find the problem unless I've made a school boy error the dam thing wont start: From the beginning:

1) In essences std 1275 metro turbo engine
2) MPI tank with 3.5 PSI fuel pressure measured after the regulator
3) Fuel pipes correct connected & checked
4) Carb clean internally with no debris or sticking float
5) Mega jolt installed with excellent spark and all timed up

We get a spark the plugs are not even damp, tried angel breath down the intake nothing, not sign if life what so ever

We have a had a bit of fire when squirting a few CC's of petrol down the bores but other than nothing.

Getting really frustrated now, I'm no David Vizard but I built some successful racing minis in the past & this has stumped me, most likely something simple but any sensible assistance would be appreciated
