Im copying and pasting from another forum, but thought this needed to be brought to the attention of many, and will be relevant to many Mini owners, especially if they no longer run its original A-series.


Not sure if anybody here closely follows the current regulations and DVLA process, but there is a new juggernaut of legislation being processed as we speak that will in due course make it almost impossible to modify vehicles, swap engines, modify chassis/body shell etc, without going through some very tough re-registation processes. Of course, these very regulations have actually been in place for several years now, but the DVLA is starting to get real serious, and wants to basically close all the loopholes up pretty soon.

It's pretty heavy reading, but if you want to see exactly what they have planned have a look here. It's linked to the NSRA site but is on the main DVLA site if you can find it:

The NSRA are in heavy discussion with DVLA to try and agree on some more lenient rules for 'proper' car modifiers, as most of the rules are supposedly being brought in to stop car thefts and 'ringing' of stolen cars. Sure looks like Big Brother just wants to stop a guy having fun though.

Basically speaking, no more chassis or bodyshell mods, no axle swapping. No re-engineering of old sports cars into modern, well handling, well performing rocket ships.

seen this comeing a mile off when the points system was introduced, i know ALOT of cars taht should technically be on a q-plate but due to ignorance, and people not careing there not. i can see the point to stop ringers, but at the same time its a bit of a pain for true car modifiers, as far as im concerned if you can prove ownership of al lthe parts used in your car (and i can *wink* ) you should be exempt from the "non-origional engine/suspension etcetc" rules. but tbo my opinion wont make the slightest bit of difference :(

How can you prove ownership of parts sourced from all over the world, used and new ?

Surely the onus would be on them to prove any parts were recorded as stolen or not.

I though basic law was innocent until proven guilty. Except, were cars are concerned it is 100% guilty unless you can prove innocence.

Very basic. Your always guilty, pay up, or go to jail. Then pay up some more.

i think any1 with a genuine car will be ok to be honest but people with the un retro "tax exempt" if you know what i mean minis will have a problem should they ever get in a situation when a test is needed.*smiley*

no longer a series, but still 1.3 turbo.

I beleive the tax exemption thing applies for a full year. If thats in place, the car isnt SORN'd

That means they say you MUST have it insured, or face a fine.

I wonder if cars in Museums will have all their cars insured to be driven if they are decalred tax exempt, but not SORN ?

What about rally and race cars ?

if your car is tax exempt you still have to tax i.e go to the post office and produce your mot plus insurance cover note and get a disk. even with a tax exempt car if you dont want to tax it you still need to sorn it. in my prevuious post i was on about people who have a say 1990 mini and stick tax exempt identity on it.*smiley*

IMO this law amounts to nothing more than extortion.

The government are intent on bleeding motorists dry at every opportunity, instead of tackling the actual problems they claim they are trying to fix.
