hi im new to this turbo lark i am a engineer BUT ! i have never worked on a turbo until now

The prob i have is the car starts and runs kind of smoothley but i have noticed that the turbo is spinning but not winding up

Anyone got any idears

Is this just revving the engine up on the drive? As doing this will spin the turbo over OK, but it won't produce any boost, as there is not sufficient gasses to do this until the engine is actually under load.
You could simulate this by revving the engine, engaging a gear and then making the car strain against the handbrake with the clutch. Obviously don't do this for long, but if your turbo is OK this should show you some boost on your gauge.

Is this what you mean??
